  END OF THE COVID-19 RECOVERY PERIOD AND RENT RELIEF
Barring any more unforeseen surges, we should be through the Covid-19 recovery period. What this means for the rental industry is that the state laws requiring the special 3-day notice, and the registration of any unit with unpaid rent with the rent-relief program has ended. The state has also issued statements that all qualifying applications accepted before March 31st will be paid.
There was an expected slowdown following the holidays due to the Omicron surge limiting the number of personnel processing the rent relief applications, but that has since ramped back up and payments are once again going out.
The state is continuing to seek more federal funds in order to continue assistance to renters and landlords. There is even a bill (SB 847) that, at the time of this writing, is making its way through the state senate. This bill is written expressly to address the unpaid rent owed landlords whose tenants did not qualify for rent relief.
L.A. COUNTY RENT REGISTRY DEADLINE APPROACHING
The deadline to register your units in the county unincorporated areas, and have the first year’s fees waived, is fast approaching. As it currently stands, the deadline is April 30th, 2022. After the deadline the registration fees are 30 dollars for Just-Cause units (single family homes) and 90 dollars for fully protected units (multi-family). Units left unregistered past the October 1st deadline are subject to a 10% late fee and will be denied the annual rent increase until registration fees are paid.
PASADENA RENT-CONTROL CHARTER AMENDMENT
The Pasadena Tenant Justice Coalition is reporting that they are close to having enough qualified signatures to place a rent control charter amendment on the November ballot for the city of Pasadena. The Coalition’s website states that they are... “a coalition of the Pasadena Tenants Union and several partner organizations in the Pasadena community. Our goal is to pass an amendment to the Pasadena City Charter which would create rent control and just-cause eviction in our city.”

This charter amendment would mandate the creation of a rental board independent of the city council which would be the primary authority in setting rental policy for the city of Pasadena. The amendment would limit rental increases on all covered multi-family units to no more than 75% of regional CPI annually. The amendment would establish a rental registry for all rentals including single-family homes which would be considered “just-cause-eviction” units. Furthermore, it would give tenants new rights including the choice to add tenants and subleases up to the public health limits with a simple notification process.
Needless to say, we will be watching closely to see if this charter amendment makes it to the ballot, and if it does, campaign vigorously for its defeat.
