On January 5th, Long Beach Planning Commission Chairperson, Joni Ricks-Oddie, announced that she will run for the North Long Beach City Council Seat. The announcement came following incumbent Rex Richardson’s statement declaring his candidacy for the Long Beach Mayor position, which left his city council seat open. Currently, Ms. Ricks-Oddie has a leadership position in the Deforest Park Neighborhood Association in addition to her position on the Planning Commission. It is said that the race for North Long Beach City Council seat is Ms. Riks- Oddie’s race to lose as she has secured all “key” endorsements.
SENATE BILL 1383: THERE GO OUR TRASH HAULING RATES AGAIN!
In its effort to reduce methane emissions from landfills, the State of California passed Senate Bill 1383, (which became effective on January 1, 2022). This new law mandates that by 2025 local governments will be required to divert 􏰀5􏰁 of organic waste from landfills which are believed to be major sources of “super polluting” greenhouse gases. In order to accomplish the required green waste diversion from landfills, property owners of all types will be required to deposit organic waste such as plant clippings and grass, unused foods, coffee grounds, eggshells, banana peels, certain types of food containers, bones, etc. into special, new green waste containers that will be collected and transported to waste composting and anaerobic digestion centers for processing.
Most cities are still trying to figure out their plans necessary to achieve the 􏰀5􏰁 diversion goal by 2025, including instructions for property owners and renters on how to comply with this new state mandate, and details regarding the certain, to be expected increased fees, which for an additional

waste can and another trash pick-up will surely be in the range of double digits with estimates of 25% or more depending on type of property and penalties for non-compliance.
APPEALS COURT UPHOLDS SAN FRANCISCO EVICTION PROTECTIONS: EVICTION BY ANOTHER NAME
The California Court of Appeal upheld a San Francisco law that prohibits landlords from circumventing local eviction protection laws. The law prohibits landlords from using excessive rent increases to force tenants living at non-rent- controlled properties to vacate. According to San Francisco City Attorney, David Chiu, “When a tenant’s rent is doubled or tripled, that is just an eviction by another name. We cannot allow unscrupulous landlords to circumvent our local laws and unlawfully evict tenants. I am pleased the Court agreed and recognized the value of these common- sense regulations.”
Under the Costa-Hawkins Rental Housing Act of 1􏰂􏰂5, the ability of cities to regulate rent increases on certain types of housing is restricted. However, Costa-Hawkins does not impact cities’ abilities to enact eviction protections, and in 201􏰂, 􏰃an Francisco passed an ordinance prohibiting landlords from using rent increases to circumvent local laws and force tenants to leave their housing. The ordinance was upheld on appeal in the matter of the San Francisco Apartment Association v. City and County of San Francisco (California Court of Appeal 􏰄irst 􏰅ppellate 􏰆istrict, 􏰅161416).
